To get the most rebate from my utilities and recurring bills, I will use UOB One credit card. 3.33% cash rebate given every quarter with min spend of $500. This works well for me because it gives an additional 1% cashback for SP service(4.33%) and additional 5% for simplygo Mrt/bus rides(8.33%). You need to clock in 5 transactions per month, so what I do is to set recurring payment for my Senoko, Gomo, Sp Service and Singtel wifi, then tap at least once for MRT ride. If I don't take any MRT ride in that month I can top up $1 to Singtel bill to hit the min 5x transaction.
UOB One should be the highest cash rebate card for utilities right now.
For miscellaneous spending don't use Amex TCB(1.5%) or UOB absolute(1.7%) or Stanchart Spree(2%), use Citi rewards instead and tag it into your Amaze card so that all your spending will be online spending hence giving u min 2.3% cash rebate(if you convert your points to vouchers you get 3%)

Citi cash back(6-8%): Petrol, Dinning, Groceries
Citi reward with Amaze(2.3%): Miscellaneous spending
